Indentifying and training a Deputy 第九条 Coordinator (T9C) is a best practice strategy for several reasons. The most obvious being the reality of vacation, sick, or other leave by the 第九条 Coordinator. The District must always have someone capable of performing the duties in the absense of the T9C. It is also a stragic advantage in the event that either party to a 第九条 compliant has a legitimate compliant of bias or conflict of interest related to the T9C. 有一个副警长监督这样的案件是必要的.
